Purposes withoutOrganizationsdefined will receive retroactive updates beginning in OneTrust 202604.2.0. Purposes without an organization will be automatically assigned to the root organization. One-time changes can be made to the purpose if an organization other than the root organization is applicable.
Purposes are now assigned by default to the root organization if the
Organizationsbody parameter is omitted or left empty when using the Create Purpose API. To assign purposes to a specific organization, pass the organization's UUID in theOrganizationsbody parameter. - About Known Defects
