Resolved an issue that caused some data subject profiles to intermittently return without consent purposes when leveraging the V4 Get Data Subject API.

Resolved an issue that caused the V1 Get List of Data Subjects API to return empty when retrieving data subjects created with URL-encoded characters in their identifiers. The API now correctly returns profile data for data subjects regardless of whether their identifiers contain URL-encoded values.
